Shawna Kuether, Associate Vice Chancellor
Shawna Kuether is the Associate Vice Chancellor for Human Resources & Equal Opportunity and Affirmative Action and serves as the Chief Human Resources Officer and Equal Opportunity/Affirmative Action Officer for the University of Wisconsin Oshkosh. The position is responsible for developing and executing human resource strategy in support of the University’s overall strategic direction, specifically in the areas of talent management, change management, organizational and performance management, training and development, titling, compensation, benefits administration, and equal opportunity and affirmative action.

Sean Fay, Director of Equal Opportunity, Equity & Affirmative Action
Sean provides leadership in recommending, developing, and implementing policies, procedures and programs regarding all aspects of affirmative action, equal employment opportunity, equity, diversity, and employee disability. This position monitors compliance with affirmative action and EEO policies and procedures, and recommends corrective measures in instances of non-compliance. In addition, the director receives, reviews, and investigates complaints of discrimination and harassment, works with employees on disability accommodations, and may, if requested, assist the Chancellor on other types of complaints or grievances against faculty and staff. This position fosters an environment of respect for the dignity and worth of all members of the University community including students, employees, and guests of the University.
Sean also serves as the ADA Coordinator for UW Oshkosh.

Patricia Schrader, Senior Equal Employment Opportunity Specialist
Patricia Schrader is certified as a Professional in Human Resources (PHR®) and a Certified Diversity & Inclusion Recruiter (CDR®) and has a Bachelor of Business Administration degree from the University of Wisconsin Oshkosh.
In her role as Senior Equal Employment Opportunity Specialist, Ms. Schrader ensures compliance with federal, state and local laws related to affirmative action, equal opportunity and disability issues. Ms. Schrader also serves as Deputy ADA Coordinator assisting with UW Oshkosh’s comprehensive disability services program for employees, including the assessment and delivery of accommodations and services for faculty and staff with disabilities. Patricia is also primarily responsible for the completion of UWO’s Affirmative Action Plan.

Amy Andersen, Title IX Coordinator
Amy Andersen is UW Oshkosh’s Title IX Coordinator. In her role, Amy ensures institutional compliance through policy research, development, and management of an array of applicable legal, regulatory, and accreditation-related obligations including federal and state discrimination mandates and sexual harassment laws. As Title IX Coordinator, Amy oversees all Title IX complaints in accordance with Title IX regulations. The Title IX Coordinator identifies and addresses any systemic problems relating to complaints, provides campus training regarding Title IX and works with other departments to ensure Title IX policies are communicated to all constituencies. Amy’s duties are guided by the principles of trauma-informed care. She will also coordinate the university Clery Compliance Program with multiple stakeholders.
