Shawna Kuether, Associate Vice Chancellor for Human Resources, Equal Opportunity & Affirmative Action

Shawna Kuether is the Associate Vice Chancellor for Human Resources & Equal Opportunity and Affirmative Action and serves as the Chief Human Resources Officer and Equal Opportunity/Affirmative Action Officer and Title IX Officer for the University of Wisconsin Oshkosh. The position is responsible for developing and executing human resource strategy in support of the University’s overall strategic direction, specifically in the areas of talent management, change management, organizational and performance management, training and development, titling, compensation, benefits administration, and equal opportunity and affirmative action.

Shawna also serves as the Title IX Coordinator for UW Oshkosh.

Dr. Brian Xiong, Director Equal Opportunity, Equity & Affirmative Action

Dr. Brian V. Xiong joined the University of Wisconsin Oshkosh in October 2018 as the director of Equal Opportunity, Equity and Affirmative Action. In this capacity, he provides leadership in recommending, developing, and implementing policies, procedures and programs regarding all aspects of affirmative action, equal employment opportunity, equity, diversity, and employee disability. This position monitors compliance with affirmative action and EEO policies and procedures, and recommends corrective measures in instances of non-compliance. In addition, the director receives, reviews, and investigates complaints of discrimination and harassment, works with employees on disability accommodations, and may, if requested, assist the Chancellor on other types of complaints or grievances against faculty and staff. This position fosters an environment of respect for the dignity and worth of all members of the University community including students, employees, and guests of the University.Brian Xiong Headshot

Before joining UWO, Dr. Xiong served as chief diversity officer for college-wide at Minnesota State Community and Technical College, coordinator of Diversity, Equity and Inclusion at Bemidji State University, assistant professor at Minnesota State University-Mankato, and instructor at Inver Hills Community College.

Dr. Xiong is an inspirational scholar and affirmative action/multicultural affair professional who speaks energetically on the importance of equal opportunity, equity and diversity in higher education. He is a former Page scholar, Wallin scholar, Cornwell scholar, and postdoctoral fellow in multicultural and ethnic studies.

Dr. Xiong is a reviewer for several peer-reviewed journals and conferences. He is an active editorial board member for the Journal of Education Foundations at Metropolitan State University; the Hmong Studies Journal that devoted to the scholarly discussion of Hmong history, culture, people, and other facets of the Hmong experience in the United States, Asia and around the world; and executive board for the East Side Freedom Library, Hmong Archives, Cultural Diversity Resources, National Advisory Council for NCORE, and Facilitating Racial Equity Collaborative.

Dr. Xiong has a bachelor’s degree in justice administration and sociology from Southwest Minnesota State University, and a master’s degree in multicultural and ethnic studies and a doctorate in counselor education and supervision in higher education from Minnesota State University-Mankato.

Patricia Schrader, Senior Equal Employment Opportunity Specialist

Patricia Schrader is certified as a Professional in Human Resources (PHR®) and a Certified Diversity & Inclusion Recruiter (CDR®) and has a Bachelor of Business Administration degree from the University of Wisconsin Oshkosh. In her role as Senior Equal Employment Opportunity Specialist, Ms. Schrader ensures compliance with federal, state and local laws related to affirmative action, eHeadshot Patricia Schraderqual opportunity and disability issues. Ms. Schrader also assists with UW Oshkosh’s comprehensive disability services program for employees, including the assessment and delivery of accommodations and services for faculty and staff with disabilities. Patricia is also primarily responsible for the completion of UWO’s Affirmative Action Plan.

Vacant , Compliance & Training Specialist

The incumbent will assist the Director with implementing complaint procedures, including notification, investigation and disposition of complaints; providing educational materials and training for the campus community; conducting and/or coordinating investigations of complaints received pursuant to EEO/AA while ensuring a fair and neutral process for all parties.
