This merger made Equal Opportunity & Access a function within the Office of Human Resources at UW Oshkosh now reporting to the Associate Vice Chancellor for Human Resources & Equal Opportunity & Affirmative Action (AVC HR/EO/AA).

Shawna Kuether, Associate Vice Chancellor for HR/EO/AA

Shawna Kuether is the Associate Vice Chancellor for Human Resources & Equal Opportunity and Affirmative Action and serves as the Chief Human Resources Officer and Equal Opportunity/Affirmative Action Officer and Title IX Officer for the University of Wisconsin Oshkosh. The position is responsible for developing and executing human resource strategy in support of the University’s overall strategic direction, specifically in the areas of talent management, change management, organizational and performance management, training and development, titling, compensation, benefits administration, and equal opportunity and affirmative action. Shawna also serves as the Title IX Coordinator for UW Oshkosh.

Dr. Brian Xiong, Director Equal Opportunity & Access

Dr. Brian Xiong, the Director of Equal Opportunity & Access, reports directly to the Associate Vice Chancellor of Human Resources, Equal Opportunity and Affirmative Action and also has a dotted line to the Chancellor.Brian Xiong Headshot

In this capacity, the Director provides leadership in recommending, developing, and implementing policies, procedures and programs regarding all aspects of affirmative action, equal employment opportunity, equity, diversity, and employee disability. This position monitors compliance with affirmative action and EEO policies and procedures, and recommends corrective measures in instances of non-compliance. In addition, the Director receives, reviews, and investigates complaints of discrimination and harassment, works with employees on disability accommodations, and may, if requested, assist the Chancellor on other types of complaints or grievances against faculty and staff. This position fosters an environment of respect for the dignity and worth of all members of the University community including students, employees, and guests of the University.

Patricia Schrader, Senior Equal Employment Opportunity Specialist

Patricia Schrader is certified as a Professional in Human Resources(PHR®) and a Certified Diversity & Inclusion Recruiter(CDR®). Ms. Schrader ensures compliance with federal, state and local laws related to affirmative action, eHeadshot Patricia Schraderqual opportunity and disability issues. Ms. Schrader also assists with UW Oshkosh’s comprehensive disability services program for employees, including the assessment and delivery of accommodations and services for faculty and staff with disabilities. Patricia is also primarily responsible for the completion of UWO’s Affirmative Action Plan.
