Algoma Boulevard Project

PROJECT DESCRIPTION

The work under this contract consists of the public construction of concrete pavement and sidewalk on Algoma Boulevard and Vine Avenue, along with storm sewer, sanitary sewer, water main relay, and electrical work.  There will also be storm sewer re-laid on High Avenue from Vine Avenue to the northwest. Storm sewer will be re-laid in the vacated Blackhawk Street right-of-way from Algoma Boulevard to a manhole east of the Fox River.  Sanitary sewer and water main will be re-laid in the vacated Blackhawk Street right-of-way from Algoma Boulevard to the vacated Pearl Avenue right-of-way.

Construction work for City Contract 22-04 is continuing. The general contractor is Dorner, Inc. out of Luxemburg, Wisconsin. Please be advised that the schedule below is tentative and subject to change due to weather conditions, scheduling changes, and private utility conflicts. The substantial completion date for this project is November 11City garbage/recycling will remain on your normal day. Please have your carts to the curb by 7:00 am. New street lights will be installed along Algoma Boulevard between Wisconsin Street and Congress Avenue. STREET INFORMATION


Vacated Blackhawk (Pedestrian Walkway from Algoma Boulevard to the Fox River)

Restoration work is anticipated to be complete in Vacated Blackhawk between the Fox River and High Avenue, at which point the following sections of walkway will become open to public use:

· From High Avenue to Pearl Avenue between the Kolf Sports Center and the UW-O Tennis Courts.

· From Pearl Avenue to the Fox River north of the Student Recreation and Wellness Center.

Electrical work is anticipated to begin in Vacated Blackhawk between High Avenue and Algoma Boulevard. This work will occur:

· From Algoma Boulevard to High Avenue between Taylor Hall and the Blackhawk Commons.

The walkway in the area described above will be unavailable and the utilization of alternative paths through campus will be required. Access to all campus facilities will be maintained.

Algoma Boulevard (New York Avenue to Wisconsin Boulevard)

Utility work is anticipated to continue and this section of Algoma Boulevard is closed to thru traffic.

Wisconsin Street (Algoma Boulevard Intersection)

Temporary pavement has been installed to allow the intersection of Wisconsin Street and Algoma Boulevard to fully re-open. Permanent pavement is anticipated to be installed at a later date. Traffic will be maintained on Wisconsin Street while permanent pavement is installed.

Algoma Boulevard (Congress Avenue to Vine Avenue)

Utility work is anticipated to start late June to early July.

 High Avenue (Vine Avenue to ~400’ North)

Permanent asphalt pavement has been installed on High Avenue. Restoration and landscaping along High Avenue is anticipated to begin the week of June 20.

Vine Avenue (Algoma Boulevard to High Avenue)

Landscaping and restoration work is anticipated to begin on this section of Vine Avenue the week of June 20th. This section of Vine Avenue is open to local traffic only.

CONSTRUCTION ACTIVITY

City Construction Activity

Vacated Blackhawk (Algoma Boulevard to the Fox River)

Fox River Landscaping crew #1 is anticipated to complete landscaping and restoration work between the Fox River and High Avenue.

Vine Avenue (High Avenue to Algoma Boulevard)

Fox River Landscaping crew #1 is anticipated to begin landscaping and restoration work on this section of Vine Avenue.

High Avenue (Osceola Street to W New York Avenue)

Fox River Landscaping crew #1 is anticipated to begin landscaping and restoration work on this section of High Avenue.

Algoma Boulevard (New York Avenue to Wisconsin Street)

Dorner Inc. crew #1 will continue utility lateral installations from the intersection of Vacated Blackhawk and Algoma Boulevard, working north towards Woodland Avenue. This work is anticipated to continue through the week of June 20.

Dorner Inc. crew #2 is anticipated to continue water main installation from the intersection of Vine Avenue and Algoma Boulevard, working south towards Osceola Street. This work is anticipated to continue through the week of June 20.

PRIVATE UTILITY CONSTRUCTION ACTIVITY

Algoma Boulevard (Congress Avenue to Wisconsin Street)

Wisconsin Public Service is anticipated to continue restoration work along the project route outside of the project scope.Please note that all private utility construction work will be on-going and concurrent with the Algoma Boulevard reconstruction project. 

 

TRAFFIC RESTRICTIONS

High Avenue (W New York Avenue to Osceola Street)

This section of High Avenue is temporarily accommodating two way traffic while Algoma Boulevard is closed for construction. See the attached “Algoma Boulevard (New York to Wisconsin) Closure traffic Plans” for specific details on traffic pattern changes. Intermitted lane restrictions may continue as restoration work takes place adjacent to this section of roadway.

Algoma Boulevard (W New York Avenue to Osceola Street)

This section of Algoma Boulevard is closed for construction. While this section of Algoma Boulevard is closed, traffic has been detoured to High Avenue which will temporarily accommodate two way traffic. Please see the attached “Algoma Boulevard (New York to Wisconsin) Closure traffic Plans” for specific details on traffic pattern changes.

Vine Avenue (Algoma Boulevard to High Avenue)

This section of Vine Avenue is open to traffic only. Please note that this section of Vine Avenue is an active construction site. There will be construction equipment entering and leaving this section of Vine Avenue onto the adjacent section of High Avenue.

Wisconsin Street (Church Avenue to High Avenue)

This section of Wisconsin Street is fully re-opened to traffic. There will continue to be construction equipment entering and leaving the adjacent section of Algoma Boulevard onto Wisconsin Street as the reconstruction of Algoma Boulevard continues. Please exercise caution when traveling on this section of Wisconsin Street.

GO Transit’s current bus route detour statement:
The No. 5 & 10 Bus Routes that travel along Algoma Boulevard and High Avenue have been detoured for the closure of Algoma Boulevard between New York Avenue and Osceola Street.  Please contact GO Transit at (920) 232-5340 or visit the GO Transit website for specific information about bus route detours.
