W Lincoln and McKinley Street Project

PROJECT DESCRIPTION

The work under this City Contract 23-02 consists of the public construction of concrete pavement and sidewalk on W Lincoln Avenue and McKinley Street, along with storm sewer, sanitary sewer, water main relay, and electrical work.

Construction work is continuing the week of August 28th. The general contractor is Carl Bowers & Sons Construction Company Inc. out of Kaukauna, Wisconsin. Please be advised that the schedule below is tentative and subject to change due to weather conditions, scheduling changes, and private utility conflicts. The substantial completion date for this project is November 3, 2023. City garbage/recycling will remain on your normal day. Please have your carts to the curb by 7:00 am. New street lights will be installed along W Lincoln Avenue between Elmwood Avenue and Jackson Street; and along McKinley Street between W Lincoln Avenue and Scott Avenue. The No. 2 Bus Route that travels along Jackson is not expected to be affected by the construction Please contact GO Transit at (920) 232-5340 for specific information.

Please park within two (2) blocks of the construction site while driveway access is closed during paving operations. Driveway access is expected to be restricted for about a month.

STREET INFORMATION


W Lincoln Avenue (Elmwood Avenue to Jackson Street)

Work began on May 15 and ongoing.

McKinley Street (W Lincoln Avenue to Scott Avenue)

Work began on July 5th and is ongoing.

CONSTRUCTION ACTIVITY

Concrete Sidewalk (Martell Construction)

Week of September 25th: Contractor is expected to complete pouring concrete driveways, ramps and aprons on W Lincoln Avenue and McKinley Street.

Please note: Driveway access will be allowed for driveways east of Wisconsin Street beginning Monday, September 25th. All other driveways remain closed along W Lincoln Avenue and McKinley Street.

 

PRIVATE UTILITY CONSTRUCTION ACTIVITY


W Lincoln Avenue (Elmwood Avenue to Jackson Street)

Wisconsin Public Service (electrical) will complete relocating and/or replacing utility poles along the project route in the near future, after utility transfers from existing poles to new poles is complete for Spectrum and AT&T. Wisconsin Public Service (gas) has completed installation of a new gas main along W Lincoln Avenue. Please note that all private utility construction work will be on-going and concurrent with the W Lincoln Avenue reconstruction project.

McKinley Street (W Lincoln Avenue to Scott Avenue)

TRAFFIC RESTRICTIONS

Please remember to follow all parking regulations when parking on any side streets.


Elmwood Avenue (Cul-de-sac to Scott Avenue)

It is anticipated that this section of Scott Avenue will always be open to two lanes of counter-directional traffic. There may be lane restrictions for utility and paving work at the intersection of Elmwood Avenue and W Lincoln Avenue, however. Please plan ahead, anticipate these traffic pattern changes, and be cautious when traveling on this section of Elmwood Avenue. There will be construction trucks entering and leaving on Elmwood Avenue. Please plan ahead and anticipate this construction traffic when traveling on or near this section of Elmwood Avenue.

W Lincoln Avenue (Elmwood Avenue to Jackson Street)

This section of W Lincoln Avenue will be closed to through traffic. Local traffic will be allowed for access to private residences on W Lincoln Avenue. There will be construction trucks entering and leaving this section of W Lincoln Avenue. Please plan ahead and anticipate this construction traffic when traveling on or near this section of W Lincoln Avenue.

McKinley Street (W Lincoln Avenue to Scott Avenue)

This section of McKinley Street will be closed to through traffic. Local traffic will be allowed for access to private residences on McKinley Street. There will be construction trucks entering and leaving this section of McKinley Street. Please plan ahead and anticipate this construction traffic when traveling on or near this section of McKinley Street.

Cherry Street (W Irving Avenue to Scott Avenue)

The intersection of Cherry Street and W Lincoln Avenue will be closed to through traffic. This intersection will remain closed to through traffic for the duration of the W Lincoln Avenue reconstruction project.

Wisconsin Street (W Irving Avenue to Scott Avenue)

The intersection of Wisconsin Street and W Lincoln Avenue will be closed to through traffic during paving operations.

Wright Street (W Irving Avenue to Scott Avenue)

The intersection of Wright Street and W Lincoln Avenue will be closed to through traffic. This intersection will remain closed to through traffic for the duration of the W Lincoln Avenue reconstruction project.

Jackson Street (W Irving Avenue to Scott Avenue)

It is anticipated that this section of Jackson Street will always be open to two lanes of counter-directional traffic. There may be lane restrictions for utility and paving work at the intersection of Jackson Street and W Lincoln Avenue, however. Please plan ahead, anticipate these traffic pattern changes, and be cautious when traveling on this section of Jackson Street.

John Avenue (Elmwood Avenue to McKinley Street)

The intersection of John Avenue and McKinley Street will be closed to through traffic. This intersection will remain closed to through traffic for the duration of the W Lincoln Avenue reconstruction project.

Scott Avenue (Elmwood Avenue to Cherry Street)

It is anticipated that this section of Scott Avenue will always be open to two lanes of counter-directional traffic. There may be lane restrictions for utility and paving work at the intersection of Scott Avenue and McKinley Street, however. Please plan ahead, anticipate these traffic pattern changes, and be cautious when traveling on this section of Scott Avenue. There will be construction trucks entering and leaving on Scott Avenue. Please plan ahead and anticipate this construction traffic when traveling on or near this section of Scott Avenue.
