IT Governance

IT Governance is the discipline of applying defined practices to the management of information technology to improve investment performance. It applies to prioritization of new investments, maintenance of existing assets, and provisioning of services to the institution. The IT Governance standard implemented at UW Oshkosh in 2015 is based on the international “COBIT 5” standard published by ISACA (Information Systems Audit and Control Association) and used by IT auditors to evaluate IT investment management.

IT Governance is comprised of:

  • Value Delivery: program management and project support to ensure investments are effectively executed and intended benefits are realized
  • Risk Management: monitoring, evaluating and mitigating investment risks; realizing opportunities
  • Resource Optimization: allocation of resources (financial, human, and tangible) in alignment with priorities
  • Stakeholder Transparency: communicating with constituents to provide insight and clarity into decision making processes, investment status, and outcomes

Modeling on the COBIT 5 standard, effective IT Governance is realized at UW Oshkosh through:

  • Executive leadership setting strategic direction and priorities
  • Shared governance and constituent input informing leadership of operational needs
  • Policies and defined processes to guide activity
  • Administrative execution of governance functions
