Protocol # 294-R1: Banding nestling peregrine falcons nesting at University of Wisconsin, Oshkosh (McPhee, Septon): Year 2 of project, 2 falcons banded, no problems reported.

Protocol# 298-R1: Pre-Hibernation Ground Squirrels as a Model of Obesity (Kurtz): Year 2 of project, 116 13-lined ground squirrels used, no problems reported.

Protocol # 249-R3: Feeding of Laboratory-Reared Mosquitoes on Anesthetized Gerbils (Michalski): Year 2 of project, no animals used on this protocol.

Protocol #244-R3: Parasitology Bio 354/554 Course Laboratory Exercises (Michalski): Year 2 of project, no animals used on this protocol.

Protocol #246-R3: Molecular Basis of Infectivity-microfilariae and maintenance of contingency life cycles for Filariasis Research Reagent Resource Center (FR3) (Michalski): Year 2 of project, 188 gerbils used, project is running smoothly.

Protocol #260-R2: Mammalian Hibernators: Research and Training (Merriman/Kurtz): Protocol went smoothly, and the PI’s renewal was submitted and approved via DMR.

Protocol #314: Treatment of rodents with bromodomain inhibitors (Michalski): Study was never conducted. Protocol was closed at request of PI.

USDA Inspection: VMO conducted a routine inspection on 10/18/21. No non-compliant items identified.

OLAW Animal Welfare Assurance renewal submitted on 10/31/21.

USDA Issued final rule changes affecting IACUCs on November 24, 2021, in response to the 21st Century Cures Act. The rule removes the following requirements (effective on December 27, 2021):

Registered research facilities update their registration information every 3 years.

The IACUC at each facility conducts a continuing review of research activities involving animals. Instead, it requires a complete resubmission and review of such activities at least every 3 years. This change harmonizes the timeline for the complete review process with that of the NIH OLAW.

Research facilities request an inactive status if they no longer use, handle, or transport AWA-covered animals.

The USDA also clarifies the duration of a registration and conditions for its cancellation. Furthermore, it will no longer require that the Institutional Official or Chief Executive Officer sign the annual report. This final rule can be viewed in the Federal Register.

USDA Update on Contingency Planning: On December 3, 2021, the USDA APHIS issued a final rule which will become effective on January 3, 2022.

The rule establishes regulations under which research facilities and dealers, exhibitors, intermediate handlers, and carriers must meet certain requirements for contingency planning and personnel training. The rule will better ensure that entities responsible for animals regulated under the Animal Welfare Act are prepared to safeguard the health and welfare of animals if emergencies or disasters strike. This final rule can be viewed in the Federal Register.

OLAW Guidance on Grant to Protocol and Contract to Protocol Congruence:

In response to the 21st Century Cures Act to reduce administrative burden, two new Guide Notices are available. OLAW provides clarification on grant to protocol congruence review in NOT-OD-22-005 and contract to protocol congruence review in NOT-OD-22-006. These Guide Notices clarify:

the requirement for congruence review,

the responsibility for congruence review,

timing and verification of congruence review by IACUC approval, and

methods for conducting congruence review.
