The Oshkosh Police Department recently released the following information pursuant to Wisconsin SS 301.45 and 301.46 (Act 440), which authorizes law enforcement agencies to inform the public of a sex offenders release when; in the discretion of the agency, the release of information will enhance public safety.

The following person is being released into the community:

 JOEL R. LOWERY, M/W/07/22/1983 WILL BE MOVING INTO 543 A W 8^TH AVE., OSHKOSH, WI ON OCTOBER 11, 2011.

Please Note:  The offender is not wanted by the police at this time and there has been no direct threat made to the University community.  This notification is not intended to increase fear; rather, it is our belief that an informed public is a safer public.
