It is that time of year when road construction begins in earnest. This year, the City of Oshkosh is beginning the reconstruction of W. Lincoln and McKinley Streets. This project will begin Monday, May 15th, unless weather delays the start.

The general contractor is Carl Bowers & Sons Construction Company Inc. out of Kaukauna, Wisconsin.  Please be advised that the schedule below is tentative and subject to change due to weather conditions, scheduling changes, and private utility conflicts. The substantial completion date for this project is November 3rd, 2023.

The work through campus will occur from:

  • W. Lincoln from Elmwood Avenue to Jackson Street
  • McKinley Street from W. Lincoln Avenue to Scott Avenue.

Contractor will be working on these streets completing the sewer, water, and concrete paving work per City of Oshkosh Contract 23-02. This work will begin on or about May 22, 2023 (weather dependent). McKinley Street is scheduled to be completed in twelve (12) weeks. W. Lincoln Ave is scheduled to be completed in twenty-tree (23) weeks. Please note that Carl Bowers & Sons Construction Company is expected to begin mobilizing heavy equipment and construction supplies and begin tree removal the week of May 15, 2023.

Local traffic and access to driveways will be maintained during underground utility installation. However, there may be a few instances when access to properties may be restricted for a short period of time. During these times, all City ordinances and parking rules/guidelines must be followed. Access to businesses will be maintained.

WPS, AT&T, Spectrum, and Windstream (electric, gas, and communications) will be making numerous adjustments to their existing facilities. This work will be ongoing and concurrent with the W. Lincoln Avenue and McKinley Street reconstruction project. These groups began their work last week.

During the placement of gravel base and paving (approximately five (5) weeks continuous duration), property tenants will need to find alternate parking on adjacent side streets. This work will begin approximately upon completion of the utility work.

City garbage/recycling pickup will remain on the normal day. Please have your carts to the curb by 7:00 a.m.

The City of Oshkosh has implemented a way for you to receive project updates via e-mail. The updates will provide information about access and construction progress. To receive these updates, please send a blank e-mail to Contract2302-subscribe@lists.ci.oshkosh.wi.us. You will receive an e-mail stating your subscription request has been received. You must reply to the message within five (5) days to complete the subscription. The City will stop sending updates upon completion of the project.
