Public Administration Department Policies

Closed Class Policy (Effective October 17, 2015)

CLOSED CLASS APPROVAL

  •  Students are blocked from enrolling into closed (full) courses. Over-the-limit approvals may be issued – if classroom space permits – by the instructor teaching the course. If approval is granted, a student must present an email from the instructor or a signed add card to the Academic Department Associate (ADA) in the department office. Electronic approval is accepted by forwarding an email or scanned add card to the ADA.

WAIT LIST APPROVAL

  • In general, the Department of Public Administration does not utilize wait lists for closed classes in the on-campus MPA program or the online MPA program. Students can enroll themselves by watching for an open spot on Titan Web.
  • Effective 02/06/2017, students from the on-campus program who would like to take a course in the on-line MPA program will be included in a waiting list and advised 6 weeks prior to the start of the semester if any seats are available. Students admitted to the online MPA program have a priority registering for online MPA classes. Similarly, students from the online MPA program will be included in a waiting list if they would like to take on-campus classes, and advised 6 weeks prior to the start of the semester if any seats are available.

MPA Program Transfer Credits  Policy (Effective 12/09/2019)

  • The PA Department allows students to transfer credits for graduate work done previously under a similar formal graduate degree program at an accredited regional institution. Credits transferred into a master’s program from other universities,  the Fire Executive Officer Program at the National Fire Academy, and/or UW Oshkosh master’s programs may not exceed 9 credit hours. Please contact the Department Chair, Dr. Anna Filipova (filipova@uwosh.edu; 920-424-0037) if you have questions.

MPA Credit for Prior Learning Policy (Effective 11/12/2018)

  • Credit for prior learning through portfolio assessment is an available option at the UW Oshkosh Master of Public Administration Program.  A learning portfolio is a formal written document that identifies the knowledge and skill acquired through non-formal learning/non-university experiences, and provides evidence to support a request for credit. Credit for prior learning is not granted for the experience itself, but for the verifiable learning outcomes which grew out of the experience. This credit can be granted for demonstrated learning that results from life experiences (e.g., employment, volunteer work, community service, government service, military service/training). The student’s learning must relate to the learning outcomes in a particular course or courses in the MPA program. The learning which occurred as a result of these experiences must be validated in accordance with this policy to ensure it is equivalent to that acquired at the graduate level in terms of quality and outcomes. Please contact the Department Chair, Dr. Anna Filipova (filipova@uwosh.edu; 920-424-0037) if you have questions.

Policies about the Face-to-Face and Online MPA Program Options (Effective February 6
, 2017)

  • Once admitted to the face-to-face MPA program or the online MPA program, graduate students are not allowed to switch between the two versions of the MPA program.
  • In some cases, the department chair may allow on-campus students to take up to three courses (9 credits) from the online MPA program or allow students in the online MPA program to take up to three courses (9 credits) from the face-to-face MPA program.
  • Students from the on-campus program who would like to take a course in the on-line MPA program will be included in a waiting list and advised 6 weeks prior to the start of the semester if any seats are available. Students admitted to the online MPA program have a priority registering for online MPA classes. Similarly, students from the online MPA program will be included in a waiting list if they would like to take on-campus classes and advised 6 weeks prior to the start of the semester if any seats are available. Students from other graduate programs wishing to take online MPA courses will be included in waiting lists as well.
