Final Environmental Impact Statement Public Hearing
New Academic Building
UW-Oshkosh

A Final Environmental Impact Statement (FEIS) has been developed for the New Academic Building on the UW Oshkosh campus. An Environmental Impact Statement process is required by the University of Wisconsin System Administration guidelines in compliance with the Wisconsin Environmental Policy Act, Section 1.11, Wis. Stats. The FEIS addresses the effects of planned demolitions and construction of a new 186,483 square foot facility that will be built on the site of the existing Facilities Management Center and the Campus Police and Security Building located at the corner of High Avenue and Rockwell Avenue.

The New Academic Building will provide 31 general assignment classrooms including two auditoriums to accommodate the instructional, academic support and community service development programs for the College of Business Administration and the College of Letters and Science in addition to the Environmental Studies, International Studies, Women’s Studies, African American Studies and Social Justice Programs. Also integrated in the design are general assignment computer labs, department instructional and research labs, student study/support space, shared conference rooms and project/grant work rooms, student organization space, and offices and support functions. Constructing the New Academic Building will allow multiple university programs to consolidate and relieve spatial constraints. The project includes necessary utility connections and incorporates sustainable design principles that emphasize energy efficiency, recycling and long-term durability. Demolition work is included in the estimated total project budget of approximately $48 million that will be funded using $40 million General Fund Supported Borrowing, $8 million of Gift Funds, $214,000 Program Revenue Supported Borrowing and $25,000 of Building Trust Funds. Implementation is anticipated during Fall 2009 with substantial completion and occupancy targeted for Fall 2011.

A 30-day public comment period on the FEIS will begin January 10, 2009. The public hearing on the FEIS will be held at 5:30 p.m. on February 10, 2009, in Room 214 of the Reeve Memorial Union, located at 748 Algoma Boulevard, Oshkosh. Parking is available in Lot 15 across the street from the Reeve Memorial Union. All interested groups and individuals are invited to attend.
