Margaret “Peggy” Larson, the administrator of the Winneconne Community School District, was among the first cohort of seven to graduate from the University of Wisconsin Oshkosh with a doctorate in education in January 2018.

Her dissertation research focused on “After Act 10: A Wisconsin District Administrator’s Account of Teacher Compensation.” Act 10, also known as the Wisconsin Budget Repair Bill and passed by the Wisconsin State Legislature in 2011, effectively removed collective bargaining for public employees in the state. The act was ruled unconstitutional by the Wisconsin Supreme Court in July 2014.
